Betsy J. Green is a Santa Barbara historian and author of Discovering the History of Your House and Your Neighborhood, Santa Monica Press, 2002. Her website is betsyjgreen.com.

The earliest mention of a bungalow court that I found in California newspapers dates to 1904. And 10 years later 1914 I found the first article in the local paper about a bungalow court being built in Santa Barbara. Happily, that bungalow court is still here on the southwest corner of Victoria and Laguna streets. Santa Barbara has more than a dozen bungalow courts. The word “bungalow” comes from the word “Ben gal” a region in India. The British colonists in India used the word to describe onestory cottages in India. A bungalow court contains stand-alone houses that share a driveway or courtyard. There are three main designs: two rows of houses with a larger house at the end, two rows of houses with out a house at the end, and one row of houses. The feature of this month’s column fits in that last category Islay Commons. It contains five homes. It was built in 1915, so it is one of the earlier bun galow courts in Santa Barbara. Sometimes, all the cottages on a bungalow court are owned by one owner. Other times, the cottages are owned separately. George and Lindy Southwell have owned “Cot tage D” the one farthest from the street since 2010. Because their home is at the end of the court, they have a nice-sized backyard. A Historic Corner The home is just a few steps from the intersection of State and Islay, a corner that has one of the most color ful histories in Santa Barbara. Historian Neal Graffy told me that in 1908, an ostrich farm was established on the southeast corner of State and Islay streets. The ostrich farm was only there for a couple of years. Neal explained that it “had a number of management and money prob lems and nearly a year-long lawsuit … and charges of fraud, and arrest of one of the operators for ‘cooking the books.’” (The ostriches were raised to provide feathers for women’s hats.) After the ostriches flew the coop, that corner became the first home of Santa Barbara’s movie studio the “Fly ing A.” In July of 1912, the citizens of Santa Barbara were amazed to see an entourage of automobiles and travelworn cowboys on horses. The local paper wrote, “The cowboys … came clattering up State Street at 3 o’clock in the afternoon and they surely looked the real thing. They were travel stained and dusty, but rode their horses with true western grace … The horses show the best of care. Even after the long grind of a week from La Mesa [east of San Diego], when more than 250 miles were covered, they showed their sturdiness by stepping up the street in fine style.”

Unusual Names There were numerous homeowners of the 15-D East Islay home over the decades. One long-term owner was a wid ow named Marie Falxa Anchordoguy, who lived in the home in the 1950s, 1960s, and 1970s. I got curious about her name and learned that she was born in the Basque area of IslayFrance.isprobably one of the most misunderstood and mispronounced of all of our street names. I contacted Dr. Jan Timbrook, Curator Emeritus of Ethnography at the Santa Barbara Museum of Natural History. She told me, “‘Islay’ is the Spanish version of the Salinan Indian name for Prunis ilicifolia, the common chaparral shrub we call Holly-leaved Cherry in English. I assume the plant grew on the slopes of the Riviera in the early days when Santa Barbara streets were being named…. People today usu ally pronounce it ‘iz-lay’ but it should be said more like ‘ees-lie.’” Getting back to the cottage, the South wells told me, “What we love about the cottage we occupy is that it is off the street at the end of a long drive so enjoys lots of privacy and is quiet. The proximity to downtown Santa Barbara allows us to walk to many restaurants, coffee shops, and a corner neighborhood grocery store.”Please do not disturb the residents of 15 E. Islay Street. O n July 31, CAUSE Action Fund (CAF) hosted its annual Leadership Awards Reception in the Lobero Theatre Court yard. The event celebrated CAF’s recent electoral work and honored grassroots organiz ers Estela Montaño and Casey Mata along with Oxnard City Councilmember Gabby Basua. Operating in Santa Barbara and Ventura Counties, the grassroots nonprofit CAUSE Action Fund empowers working families, immigrants, and young people to help get can didates who will represent their interests elected. It is affiliated with the nonprofit CAUSE (Cen tral Coast Alliance United for a Sustainable Economy).Afterareception hour, where the more than 100 guests mingled and enjoyed an assortment of Mexican food from El Zarape, guests were seated for the program and welcomed by emcee and longtime supporter Monique Limón. Policy and Communications Director Lucas Zucker shared how CAF has been hard at work in the past year, having one-on-one conversations with more than 10,000 voters. For last Septem ber’s recall election of Governor Gavin Newsom, CAF’s grassroots organizers educated and mobi lized voters to oppose the recall. Zucker noted how this election was purposely held in a special election when historically there is lower voter turnout among communities of color, working families, and young people. CAF next turned to local races. For Santa Barbara City Council, CAF supported Meagan Harmon and Kristen Sneddon, who have been champions for the rights of renters a group that makes up 60 percent of the city’s residents. Both candidates won by a landslide, Zucker noted, despite facing opponents who were wellfunded by the real estate industry. Zucker then summarized CAF’s significant work on cam paigns in Ventura County. CAF also was quite active in the redistrict ing process. Zucker provided some historical context, noting that 10 years ago, when the first California Citizens Redistricting Commission was created, CAF worked hard to end the racial gerrymandering that had left the large Latino communities in Oxnard and Santa Maria with anti-immigrant politicians at the state and fed eral level. Success came with the reshaping of the Congressional and Senate districts, but not with the State Assembly: Oxnard was split in two, and Santa Maria was left lumped in with San Luis Obispo County. Last year, CAF mobilized community mem bers to speak out at the California Redistrict ing Commission’s hearings. This time around, in Ventura County, a district with a majority of voters of color was created for the first time ever. In Santa Barbara County, northern communities, including Santa Maria, Guadalupe, and Lompoc, were joined with the rest of the County in a more diverse and progressive newly created seat. At the county level, a first-ever Citizen’s Com mission was tasked with drawing lines. CAF rec ognized, according to Zucker, the importance of awakening “the sleeping giant” the massive, rapidly growing Latino population of North County. CAF fought tirelessly and successfully to build a new supermajority Latino district unit ing the farmworker, immigrant neighborhoods of western Santa Maria and Guadalupe. In Ven tura County, CAF successfully worked to create a majority Latino district to help represent the large Latino communities there. Zucker empha sized the importance of redistricting: “These political lines will define our representation for the next 10 years.” Awards were presented to Oxnard Council member Gabby Basua and to grassroots organiz ers Estela Montaño and Casey Mata. Q: Marsha, my home is on the market. My Realtor wants to have at least two open houses a month. We make the home immaculate and leave for three hours on a Sunday. I’ve heard mixed opinions as to whether open houses work with today’s internet buyers. Thoughts? A: You are right; open houses are a debated issue. I’ll give you some pros and cons along with my personal belief. (Spoiler alert: Open houses work.)

Message From the President Ever since the Thomas fire and debris flow back in 2017-2018 the topic of homeowners insurance in the Santa Barbara/Montecito area has been a very big issue for people wanting to get adequate insurance for their home. “Is my home in a high fire danger area” and/or “Can I even get insurance on a new home that I am interested in” are just a couple of the many questions that are being asked by potential homeowners in the area. There is no simple answer, but there are some helpful ideas that can make the process a little less daunting. First thing to do for a potential homeowner is to contact their local trusted Realtor® anytime they identify a home that they are interested in. That is because the Realtor® can contact local insurance carriers to determine the type and cost of insurance that might be available based on the location of the home and other important information. The last thing a buyer wants to find out after they fall in love with a property is that the insurance will run them $30,000 or more a year. It is better to find this out before rather than later. This is important not only for homes located in the local foothills and mountains, but even down in town. People are amazed when a home that they are interested in lies in a high fire danger even though it doesn’t seem like it would be hazardous. Homes on a street can vary in type and price, depending on various factors such a slope, vegetation, etc. That’s why regardless of the location of the home in our area, the price and type of insurance should be the first thing that is done after interest in a home is determined. The next step is for the insurance carrier to determine what type of policy is right for the Homeownershome. insurance is guaranteed by law in California, regardless of a home’s location, etc. However, the cost of the insurance and the coverage available can varyTherewidely.are three basic types of companies that provide insurance in California. The first is through an ‘admitted’ company. These are companies such as State Farm, Farmers, etc. that most people are very familiar with. These companies are highly regulated by the state of California and are mandated what they can and cannot charge with regards to a certain policy. These companies also abide by certain standards and are constantly assessed for their ability to pay out on potential claims. Many lenders will require insurance to meet minimum rating standards and working with an admitted company can assure that those standards are met. Each companies’ ratings are public, so they can be searched easily by the consumer. California regulates that one must attempt to obtain coverage from three admitted carriers before they are able to obtain coverage from any of the following carriers.

Sometimes, when an admitted carrier is unable to take a risk due to fire risk, you may need to look into insurance with the California FAIR Plan. The California FAIR Plan was established as “Fire Only” insurance specifically intended for homes that admitted insurers will not take. It was created as a stopgap to ensure that all homes in the state can obtain fire insurance. It is important to note that California FAIR Plan is not a complete package on its own, it needs to be paired with a Difference in Condition (DIC) or Companion policy to cover the other losses that homeowners may be faced with.

There are four common arguments against open houses: (1) They only benefit the Realtor and won’t sell your home; (2) Noisy, intrusive, and non-purchasing neighbors; (3) Security issues; and (4) It’s an old-fash ioned and dated selling tactic. I’ll tell you why none of these arguments is a good reason to avoid open houses. The thinking runs that the Realtor only utilizes the open house to promote herself. The people the Realtor meets at open houses are quality contacts … for the Real tor. They are actively looking to purchase, and if they have no representation, the Realtor has made a great connection.Evenifthis is true, so what? Buyers are attending the open house because their agent sent them, or they’re a neighbor, or they saw the home online. You never know who will want to purchase your home. The agent is there working hard and building relationships. The truth is that open houses help to sell the home. Buyers go out into the community and talk about the home they visited. The home is getting exposure. Open-house naysayers always mention “lookyloos” non-buyers who come snooping through your home. They have no interest in a purchase, but rather are your intrusive neighbors poking through yourBringclosets.on the looky-loos! Neighbors are wonder ful! They already live in the neighborhood and love the area. They also have a vested interest in seeing your home sell for as much as possible. They are your cheerlead ers for the home. The more people who attend the open house, the better. Activity begets activity. An exciting and infectious buzz is created. There is the legitimate question of security. Are thieves masquerading as buyers? With proper precautions, risks are greatly reduced. Put away your valuables, don’t leave personal information around, and hide all prescription drugs. If the home is large, have two agents there. Finally, some think that open houses are out of touch and old-fashioned. Today’s buyer has done his internet research and knows the home before he visits it. As many clicks as your home may generate online, no one is going to purchase a home they haven’t visited. Open houses are deeply rooted in real estate culture for a reason. Buyers need to see, feel, smell, and touch the home. We live in brick-and-mortar homes, not in the Cloud.

Lastly, you may find that the above two are not always viable options on certain homes. When this happens, you can often obtain coverage by working with a “non-admitted” or “Surplus Lines” company. These companies often specialize in certain types of unusual risks that are considered undesirable by most insurers. Non-admitted companies are not regulated by the state and must be considered as a last resort. Before a nonadmitted company can consider taking on a policy, they must obtain a signed form proving that the home was denied by three or more admitted carriers. Nonadmitted insurers are not regulated by the Department of Insurance as admitted insurers, so they can often be more expensive, they also can withdraw from the state any time, refusing to renew based on their risk tolerance levels.Isthis a lot of information? Absolutely! That is why you should find a trusted insurance agent who can help guide you through the insurance process, can find creative solutions, when need be, and can support you, your local trusted Realtor, and your lender through your home-buying process.
